Binding Origin Information

Binding Origin Information, or BOI, is an official customs decision that confirms the country of origin of specific goods before import or export. It gives traders legal certainty about how origin rules apply to a product, especially when manufacturing, processing, or sourcing involves more than one country. BOI can help importers and exporters determine duty rates, preferential treatment, marking requirements, trade remedies, quotas, and documentation needs before goods move across borders. Once issued, it is binding on the customs authority and can be relied upon by the holder when importing.

  • Origin determines duty rates including preferential FTA rates
  • Anti-dumping and countervailing duties are origin-specific
  • U.S. importers request rulings from CBP through the CBP.gov ruling request system
  • Valid until revoked or modified by the issuing authority
