Commerce Control List (CCL)

The Commerce Control List, or CCL, is the U.S. export control list used to identify items subject to the Export Administration Regulations. It covers certain goods, software, and technology, including dual-use items that may have both commercial and military, security, or proliferation-related applications. Items on the CCL are classified using an Export Control Classification Number, or ECCN, which helps determine whether an export licence is required based on the destination, end user, and end use.

The Commerce Control List (CCL) is maintained by the U.S. Bureau of Industry and Security (BIS) and identifies goods, software, and technology subject to export controls under the Export Administration Regulations (EAR).

How the CCL Works

  • Each controlled item is assigned an ECCN
  • The ECCN determines which countries, end-users, and end-uses require an export license
  • Items not on the CCL are classified as EAR99 and generally require no license

Compliance Requirements

  • Exporters must screen their products against the CCL
  • Denied Party Screening must be conducted
  • Unauthorized export of controlled items can result in civil and criminal penalties
