Export Control Classification Number (ECCN)

An Export Control Classification Number, or ECCN, is a five-character code used in the U.S. Export Administration Regulations to classify controlled goods, software, and technology. The ECCN helps determine whether an export license is required based on the item, destination country, end user, and end use. It is especially important for dual-use products that may have both commercial and military applications. Correct ECCN classification supports export compliance and reduces the risk of shipping restricted items without authorization.

An Export Control Classification Number (ECCN) is a five-character alphanumeric code assigned to items on the U.S. Commerce Control List (CCL) subject to export controls under the Export Administration Regulations (EAR).

ECCN Structure

  • First character: category 0-9 indicating product type
  • Second character: product group A through E
  • Remaining characters: specific control number

How to Use an ECCN

  • Identify the ECCN for your product by reviewing the CCL
  • Determine if the destination country, end-user, or end-use requires a license
  • If no ECCN applies, the item is EAR99 and generally requires no license
