A Beneficial Cargo Owner, or BCO, is the actual owner, buyer, seller, or importer with a direct financial interest in the cargo being shipped. Unlike a freight forwarder, NVOCC, or broker, the BCO is not just arranging transport on behalf of someone else. BCOs often contract directly with ocean carriers, control supply chain decisions, and take responsibility for the goods, landed cost, delivery timing, and inventory once the cargo reaches its destination.
A Beneficial Cargo Owner (BCO) is the company or individual that owns the goods being shipped, as opposed to an NVOCC or broker who arranges transport but does not own the cargo.
- BCOs contracting directly with carriers access volume-based service contract rates
- ISF obligations fall on the BCO as the importer of record
- Large BCOs have more leverage in carrier rate negotiations
