NES | The National Export System

NES, or the National Export System, is the United Kingdom’s electronic system for submitting and processing export declarations for goods leaving the UK. Exporters, freight forwarders, and customs agents use NES-related processes to provide shipment, commodity, value, licence, and destination information required by customs before goods are exported. Accurate export declarations help support customs compliance, security checks, statistical reporting, licence control, and proof that goods have legally left the country.

The National Export System (NES) is the UK HMRC system for submitting electronic export declarations for goods being exported from the UK. Exporters must declare goods before they depart UK territory through NES integrated into the CHIEF or CDS customs systems.

  • Required for exports above GBP 1,000 or 1,000 kg
  • Generates a Movement Reference Number (MRN) which is the proof of export for VAT zero-rating
  • Integrated with CDS and the new UK export declaration service after CHIEF closure
  • Freight forwarders and customs agents file on behalf of exporters under power of attorney
