A Traffic Mitigation Fee, or TMF, is a port-related charge designed to reduce congestion by encouraging cargo movement during off-peak hours. It is commonly applied to containers moving through busy marine terminals where truck traffic can create delays around port gates and nearby roads. The fee helps fund extended gate operations, such as night or weekend access, and gives shippers an incentive to schedule container pickups and deliveries outside peak daytime traffic periods.
The Traffic Mitigation Fee (TMF) is part of the PierPASS program at the Ports of Los Angeles and Long Beach. It is assessed on containers moved during on-peak daytime hours to encourage shippers and truckers to use off-peak windows and reduce truck traffic congestion near the port complex.
- On-peak hours: weekdays 3 AM to 6 PM
- Fee assessed per TEU or FEU per container move
- Off-peak moves are exempt from the TMF
