Ultimate Consignee

The ultimate consignee is the final party that receives or uses imported goods after they clear customs. In international shipping, this may be a buyer, manufacturer, warehouse, distributor, retailer, or end user in the destination country. The ultimate consignee is different from an intermediate consignee, freight forwarder, or customs broker because it represents the final recipient of the cargo. Customs authorities often require ultimate consignee details to verify shipment purpose, ownership, and import compliance.

The Ultimate Consignee is the final recipient of imported goods, the party who will actually use, consume, or incorporate the goods in the destination country. For export compliance purposes, the ultimate consignee must be identified on the Electronic Export Information (EEI) to ensure the goods do not end up with a restricted end-user.
