Canada to Implement 100% Surtax on U.S. Imports – The Canadian government has announced their consideration of a 100% retaliatory surtax on selected goods imported from the United States. The proposed surtax is in response to the United States’ failure to implement World Trade Organization (WTO) rulings that prohibit U.S. Country or Origin Labeling (COOL) requirements that discriminate against Canadian and Mexican livestock.

Nationwide Port Strike in Italy Planned for November 8th – The three main labor unions in Italy are making an attempt to break a gridlock in negotiations for a new labor contract by planning a 24-hour nationwide port strike in November 8th. Cargo handling will be halted at all major ports as well as the leading Mediterranean container transshipment hubs.

Armenian Customs Officials to be trained by U.S. – The United Stated Department of Commerce has put together a three day seminar to raise the level of professionalism within Armenia’s State Revenue Committee with a specific focus on customs appraisal and classification. The seminars are designed to ensure that customs procedures are fair, harmonious, transparent, and correspond with obligations as set forth in the General Agreement on Tariffs and Trade (GATT) and the World Trade Organization (WTO) Customs Valuation Agreement.
